- The EU is a government of bureaucrats, by bureaucrats for bureaucrats. Monnet's dream, stemming from the 1920s, was for a supranational government of the future, run by technocrats without all the constraints of democracy and nationalism. Monnet introduced initiatives little bit by little bit until they became a fait acomplis, so slowly, the supranational EU government has taken almost all power from national governments, but few seem to either notice or care.
